Sometimes you can find them on eBay, like these, f'rinstance: Pipe sleeves 1 Pipe sleeves 2
Other than that, a local pipe shop may have some strays laying around, and some carvers sell them separately, like Dr. Bob Kiess (scroll to bottom of page).
Of course, there's always the trusty Crown Royal bag...
I have a few laying around that I'll never use. How many do you need?
